Operation Snap

Penzance Wheelers Cycling club have been loaned some helmet cameras as part of the Devon & Cornwall Police Operation Snap campaign.

Operation Snap is Devon and Cornwall Police’s secure online portal through which members of the public can upload dashcam or otherwise filmed video footage of incidents they have witnessed. The facility was produced with the support of the Department for Transport (DfT)

Cornwall Council are working with Devon and Cornwall Police to reduce the incidents of close passes and other inconsiderate driving towards cyclists with the aim of improving conditions for cyclists and raising awareness for motorists around safety issues for cyclists.

Please note the following:

  • The secure form is for traffic offences, it is NOT for submitting footage of road traffic collisions or any other offences, or for parking issues.

  • Footage must be able to provide the registration number of the offending vehicle.

  • Anyone submitting footage should be prepared to sign a witness statement and possibly give evidence in court.

  • The footage should relate to motorised traffic.

  • Footage submitted will be in the capacity of the individual borrower not at the directive of Cornwall Council.

  • In the event of loss or substantial damage to the camera Cornwall Council may look to reclaim the costs from the borrower.

The borrower commits to: 

  • Use the camera when cycling on roads with motorised traffic. (The camera is not designed for off road cycling or mountain biking. The loan is not concerned with shared path incidents involving pedestrians or other cyclists)

  • Treat the camera with care. Remove the camera from handlebars if bar mounted when leaving the bike in the public. 

  • Upload footage of close passes or any other inconsiderate or dangerous incidents. IMPORTANT please use the prefix CCVZSW then your name to Devon and Cornwall Police’s Op Snap portal. Link

  • To keep a note of the number of uploads to Op Snap and let Cornwall Council know outcomes when requested.  

  • Not to upload footage of incidents to Social Media. 

  • Contact the Camera manufacturer for help setting up the camera if required.  

  • Contact Cornwall Council, Connectivity & Transport Policy, if the camera is lost, stolen or damaged.  

  • Not to go out of your way to catch motorists or provoke incidents.  

  • To return the camera at the end of the loan period or before if you stop cycling for any reason so that the camera can be redeployed (if you wish to lend the camera to a third party to keep the camera in use please do so and inform Cornwall Council but you will remain responsible for the camera at the end of the loan.)
